Founded in 1991, the Italian NGO Antigone is a leading voice for prison reform in Italy. They conduct in-depth research on the state of the penal system, visit prison regularly and publish annual reports that expose problems and push for better conditions for incarcerated people. Antigone also champions their rights by offering law clinics and a national ombudsperson program that support them to voice their concerns and grievances, helping to ensure they are treated with dignity and humanity.

The Village of Hope, established in 2000 by the Bishop Märt Vähi and his son Andrew Vähi, is a non-governmental organisation which operates in public interest and with an aim to help people with an alcohol or substance use disorder with withdrawal, rehabilitation and return to society. As reentry support for those who are released from prison - NGO Village of Hope, in cooperation with the Ministry of Justice - offers counseling and accommodation services (including premature release and persons under probation supervision). This helps prevent a person's reoffending and their development of knowledge and social skills that will enable them to return to society more successfully. The aim is for the liberated to become self-reliant members of society.
